Property Taxes:
"Mill Rate"
Real estate
assessments, not to be confused with the appraised or future market
value of a property, are determined, under state regulations, by the
Town’s Assessor. The mill rate,
(1/1000th of one dollar),
is the
amount of tax per $1000.00 of assessed value. Assessments are
determined when a home is new and ready for occupancy, hence
creating a starting point. The purpose of this assessment is to
generate enough tax revenue to cover the towns operating budget.
Massachusetts mandates a re-certification of each municipality's
property values every year to ensure they are at full
and fair market value.
If the total
town’s assessments increase, it is possible for the town to reduce
the mill rate, which should keep the homeowners tax burden roughly
the same, remembering the only two things in life you can be sure
of!
